Background/General Description


The World Bank is transforming its online communications, and the East Asia & Pacific region of the institution is piloting a new approach in technology, governance, editorial strategy and staffing. As part of this pilot, the World Bank Office in Vietnam websites in Vietnamese and English serve as a primary communications window for the Bank’s large portfolio of previous, current and proposed activities. It covers an exciting range of development projects includingcommunity based initiatives, and analytical and knowledge wealth.


The Vietnam websites contain a wealth of information that is accessed daily by a large cross section of visitors, but the site needs to be regularly updated to be in line with strategiccommunications priorities.


Multimedia products and materials for the web and other uses have also proven to be a key attraction for web visitors. The World Bank Group has also created its own multimedia sites (such as on WBG multimedia site, FlickrYoutubeFacebook, etc). The World Bank in Vietnam has recently produced more multimedia products for web and other uses, and the products have proven useful in attracting public attention.


The web and its applications are no longer considered as an “important” tool for outreach, it has now emerged as the “main” tool, and the World Bank in Vietnam wants to take advantage of the web for its outreach activities.


Goals and Objectives


To better communicate with the general public and meet the World Bank Office in Vietnam’soverall communications objectives, we are currently looking for a dynamic CommunicationsAssociate who could implement web outreach activities and other external communications as a part of the External Affairs team. The Online Communications Associate would coordinate closely with an Online Communications Officer based in Manila, who is responsible for outlining an online strategy for Vietnam to support the country’s communications objectives.


The Communication Associate is expected to take outreach activities to the next level using existing web tools and developing new ones, providing more multimedia materials, bringing additional creative energy and innovation to the team.


The successful candidate would also be expected to deliver on a high standard of work and attention to detail. He/she is also expected to manage about 13,000 subscribers to email alerts about Bank activities in Vietnam. Most importantly, this position is expected to provideeffective dissemination of information in English and Vietnamese through the web and its applications.


The Communication Associate, based in the World Bank’s Hanoi Office will be appointed as an Extended Term Temporary at level ET4 on a one year appointment and can be extended to one more year.


Duties and Responsibilities:  


The associate will perform the following duties with the overall guidance of the Communications Officer in Vietnam, the Online Communications Officer in Manila and the Regional Web Coordinator in Washington, DC:


Helping maintain the Vietnam web editorial calendars.
Preparing, packaging and adapting content for the web in English and Vietnamese.
Ensuring that web content is optimized for search engines.
Coordinating the translation of content for the web in English and Vietnamese.
Creating and publishing graphics, multimedia, video, and audio content in English and Vietnamese.
Ensuring that content complies with the Bank’s web Publishing content to the country sites, using the Bank’s content management system.
Compiling and publishing reports on metrics.
Composing newsletters and managing distribution of e-mail alerts
Archiving content.
Building links with new audiences through new media, including social media.
Supervising and implementing the production of multimedia products suitable for the Bank’s website and for other purposes.
Gathering information necessary for Web and multimedia products.
Responding to simple queries and directing questions to suitable staff.


Selection Criteria

Bachelor’s degree (or equivalent) in interactive communications, journalism, marketing or other related field; some relevant experience working on the web.
Excellent written and spoken command of English. Written and spoken command of Vietnamese is desired but not required.
Experience working with content management systems, html, and Photoshop.
Experience creating multimedia and interactive content (such as slideshows, videos, and timelines).
Familiarity with search engine optimization and web marketing and metrics.
Demonstrated understanding of social media communications principles and other web 2.0 technologies.
Good time-management skills and eye for detail.
Good level of initiative, judgment, and decisiveness in accomplishing tasks.  
Ability to work capably under stress and to juggle multiple tasks within tight deadlines.
Strong diplomatic, interpersonal, and teamwork skills; sensitivity to working in a multicultural environment.
